Gambling is banned in India thanks to a British era act, the Public Gambling Act of 1867, which bans gambling houses in India. This includes the running and the partaking of such activities. Over the course of the years, while this Act has not been updated as a while, gambling has become a state subject and different states are allowed to frame their own laws around it.

Goa has amended the act to allow casinos within its jurisdiction. As of now, the casinos are limited to ships that are at least a kilometer offshore on the river Mandovi or in select Five-Star establishments. The idea is that gambling should be used to bring in tourists and not to change the local culture or to ‘corrupt' the youth.

Gambling may be in India's blood and a part of every celebration but it is still considered to be immoral and is a sensitive subject that governments use to get political mileage.
